On December 21, 2001 the U.S. Department of Homeland Security expressed great concern over the adoption practices taking place in Cambodia. The U.S suspended processing of adoptions from Cambodia at that time. On January 25, 2002 the Cambodian Foreign Ministry notified the United States that they would be suspending the issuance of adoption documentation to American families. The great concern is that children were being trafficked for adoptions, which is an unethical and harmful practice. Adoption relationships between Cambodia and the United States will only resume after all Hague Convention regulations on intercountry adoptions are met by Cambodia.
