The number of Americans that are adopting internationally is continuing to increase. The Department of State provides extensive information for prospective adoptive parents to education them on the adoption processes in various countries and to provide them with the legal requirements of the United States regarding adoption. The Office of Children’s Issues in the Bureau of Consular Affairs even provides informational brochures that describe the adoption process in many countries. The State Department can provide information about intercountry adoption. They can provide general information regarding United States visa requirements for intercountry adoption. If needed, the State Department can inquire about the status of a specific adoption case and clarify documentation needed through the U.S. consular abroad. They also advocate for U.S. citizens to ensure that they are not discriminated against in foreign adoption courts according to local law on adoptions.
The role of the State Department, however, is not to become directly involved in the adoption process of another country and they will not act as representatives or attorneys for adoptive parents in court.
