Hague Convention Clarification
There has been concern among parents in the process of adopting that the Hague Convention will have an effect on their adoption plans. If parents file the 1-600A or 1-600 form prior to the implementation of the Hague Convention they will be able to proceed with the adoption. Congress took this concern into account and when passing the Intercountry Adoption Act of 2000 created section 505(b) which states that neither the Convention nor the IAA shall apply if the application for advance processing of an orphan petition (1-600A) or the petition to classify and orphan as an immediate relative (1-600) is filed prior to the Conventions entry into force.
